I am Randy Davis and the President of Background Consulting Services Inc.  I would like to provide you with a little information about me and why Background Consulting Services, Inc. was formed.  I believe telling you how I developed the company will help you understand why I believe we will be providing worthwhile services. 

Early in 2007 east central Illinois saw a public concern develop about the quality of background investigations conducted on teacher applicants and other candidates being considered for positions of trust.  Discussions were held and one question that was raised was what additional steps could be taken to ensure qualified candidates are placed in these positions and how unacceptable individuals can be identified and removed from the consideration process. 

I began my career in law enforcement in 1977 and was promoted to various positions after that.  My tenure in law enforcement was spent as a patrol officer, detective, drug task force investigator, detective sergeant, patrol lieutenant, and most recently, lieutenant of administrative services. While serving in this last role one of my duties was to work as liaison with the Fire & Police Commission.  The duties of the commission include establishing police candidate and promotional eligibility lists and they review some cases of police officer discipline.  I was involved in different levels of police applicant background investigations from 2000 to 2007 and received specialized training in this field in 2003 and again in 2007.

During my thirty years in law enforcement I worked daily with other police officers, detectives, supervisors, administrators, prosecutors, probation officers, private attorneys, judges and others.  I feel fortunate to have formed as many personal and professional friendships as I have.  I have drawn and will continue to draw on the opinion and expertise of many of these people for the sustained development of Background Consulting Services, Inc.

In addition to my career in law enforcement, I have served on several community boards.  The most involved commitment I made was between 1993 and 1998 when I served as a Commissioner for the Housing Authority of Champaign County and two of those five years I served as its chairperson.  Those five years taught me a great deal about agency operation, budgeting, interagency cooperative efforts and that the most important decisions any organization makes are about the people they hire, retain, promote and select as leaders.  No organization, over the long-term, can be better than the total of its people.  

When pre-employment screening became an issue, I began speaking with a dozen or more criminal justice associates whose cumulative work experience totals over 300 years.  It was generally agreed that pre-employment investigations are very similar to criminal investigations in that a good investigator generally does not have the time or resources to learn everything there is to know about a person, but reasonable efforts can be made to check backgrounds, which will sometimes generate leads that can be researched and resolved.  The information obtained during either process is then recorded in a final report.

Background Consulting Services, Inc. employees and associates will consist of trained professionals who are from the criminal justice field.  They will use their training and experience to perform pre-employment background investigations.  These people are accustomed to “putting feet on the street” so they can conduct interviews in face-to-face meetings where the most accurate information is gathered.

Background Consulting Services is available to school, government and private employers.  As we grow and develop we will use our experiences to further our goal of “Providing Professional Pre-Employment Background Services Tailored to the Client’s Specific Needs.”  I believe if we listen carefully to the needs of our clients and provide quality services at a reasonable price we will grow as a company and make our schools and workplaces a safer.
